Evaluation Manager
Fixed term, up to 12 months
Central London, hybrid (a minimum of one full day per week in the office)

The Role
We’re looking for two Evaluation Managers on a fixed-term basis to commission and oversee robust, cost-effective evaluations of promising projects, manage a portfolio of studies, and contribute to the development of methodological best practice at the heart of the EEF’s work.

As an Evaluation Manager, you’ll play a pivotal role in commissioning and managing high-quality, cost-effective evaluations of EEF-funded projects. You’ll oversee a portfolio of studies from design to delivery, working closely with external evaluators and programme teams to ensure rigorous, practical evaluations and clear communication of findings. This is a chance to shape influential research, strengthen the evidence base on what works in education, and contribute to the EEF’s wider strategic work.

Your main responsibilities include:
• Commissioning evaluations in our priority areas, including critically reviewing evaluation proposals to ensure proposed designs are high quality and cost-effective and that the most suitable external evaluators are matched with projects.
• Managing a portfolio of evaluation projects once external evaluators are appointed and being the primary point of contact for evaluators.
• Liaising between the evaluator and the delivery team (that is delivering the intervention) and chairing meetings to ensure the evaluation project is set up effectively with a high-quality design (working closely with colleagues in other teams).
• Working closely with the evaluator and delivery team to understand the practical issues involved in delivering evaluations, mitigating risks, and providing support when problems arise.
• Managing evaluation contracts and budgets, and monitoring delivery of evaluation plans.
• Conducting technical reviews of protocols, study plans, statistical analysis plans and evaluation reports.
• Working closely with other teams to ensure that published reports are of high quality and effectively communicate findings to an audience of practitioners, academics, policymakers and the general public.
• Drawing on expertise from across EEF to shape and apply innovative evaluation approaches, working collaboratively to strengthen evaluation design, learning and the use of evidence
• Developing, improving and monitoring implementation of evaluation guidance and resources to clarify best practice and build the capacity of evaluators to conduct high quality research.

About you

You must be able to demonstrate:
• A commitment to the aims of the EEF and a genuine interest in the education sector in England.
• An understanding of technical aspects of evaluation methodologies (randomised controlled trials, quasi-experimental designs, implementation and process evaluations) and an ability to identify high quality evaluation plans and reports.
• Experience in delivering or commissioning rigorous evaluation projects in education, health, or another related field
• Strong relationship management skills, including managing stakeholder performance and differences in opinion.
• Strong communication skills, both written and verbal, and the ability to communicate complex information to a variety of audiences including practitioners, academics, and policymakers.
• An organised and methodical approach, with excellent project management skills and the ability to prioritise own workload and manage multiple projects simultaneously.
• The ability to work independently with strong attention to detail and a commitment to fact checking own work, as well as the ability to work closely and collaboratively across teams.
• A proactive, flexible, and pragmatic approach to evaluation, with an ability to balance a commitment to rigour with accessibility and impact.
• A degree with substantial research methodological training, or equivalent research experience.
• Strong commitment to equality, diversity, and inclusion, ensuring these principles are upheld in all aspects of their work.

These two networks play an important role in our work to mobilise research evidence by bringing together schools and colleges from across England to champion the use of evidence to improve progress and outcomes – with a focus on socio-economically disadvantaged learners.

This is an exciting time to join the EEF as we are reviewing our regional strategy with an enhanced focus on turning evidence into action. You will play a key role in the supporting effective logistical, project and governance and support for our regional evidence mobilisation work.

- Network Governance, including the tracking of grant agreements and financial processes;
- Planning and co-ordinating a programme of training, partnership meetings and events, including full day/multi day in-person events;
- Implementing effective systems and support for the networks to collaborate and share information;
- The collection of feedback and data to monitor, evaluate and learn from regional activity.
• Develop and maintain effective relationships with members of the networks and key stakeholders to ensure effective communication and information flows within and between the networks and the EEF.
• Provide logistical, administrative and project support to the EEF’s Regional Leads as they broker and coordinate evidence-informed school improvement activities.
• Work with the National Delivery Manager to provide logistical, administrative and project support for the EEF’s 16-19 evidence mobilisation activity.
• Collaborate with other teams across the EEF, including Content and Engagement, Communications, and Finance and Ops to ensure support for the networks is effectively coordinated.
• Travel to provide on-the-ground support for network conferences and events.
• Field and respond to queries regarding the Research Schools Network and Evidence Partnership and the regional teams.
• Keep abreast of developments in the regions to update the Evidence Mobilisation Team.

About you
You must be able to demonstrate:
• A commitment to the EEF mission and a clear interest in issues related to socio-economic inequality in education.
• An understanding of the school and/or 16-19 education landscape in England, including range of provision, setting types and the needs of setting leaders and practitioners.
• Successful project management experience and experience supporting complex initiatives, preferably within the education sector.
• Proven ability to prioritise workload and manage multiple tasks to deliver quality work and meet deadlines.
• Able to build and maintain positive relationships with stakeholders and relate to people at all levels.
• Excellent administrative and interpersonal skills including verbal and written communication.
• Experience with office management software like MS Office (MS Excel and MS Word, specifically) and comfortable working with a range of technologies in a hybrid working environment.
• Methodical and organised approach to tasks, with an eye for detail and accuracy.
• An ability to work effectively both independently and in a hybrid team (part home-based, part office-based).
• Strong advocacy for equality, diversity and inclusion, ensuring these principles are upheld in all aspects of their work.
• A willingness to travel regularly and occasionally stay overnight.
